MUMBAI - Maharashtra is working on a new law that could change how people buy, sell, and own real estate. Chief Minister Devendra Fadnavis has asked state officials to draft a bill called the Maharashtra Digitisation and Exchange of Land Token Assets Act, or the DELTA Act.

This proposal seeks to enable land and property to be transformed into digital tokens through the use of blockchain technology. Through the conversion of physical property into digital tokens, the government hopes to speed up the process of selling land while reducing documentation and helping the owner realize value from their land.

Fadnavis ordered the creation of an expert committee to draft clear rules for the law. This team will include representatives from:

  • Regulators: The Securities and Exchange Board of India (SEBI).
  • Stock Exchanges: The Bombay Stock Exchange (BSE) and National Stock Exchange (NSE).
  • Experts: Legal scholars, tech researchers, and financial startups.

This group shall study token rules used in global hubs like Dubai and Singapore. In the same time, state departments will make sure the bill aligns with central government rules.


What It Means for Property Owners

1. Faster Bank Loans

4. Lower Costs

Tokenization eliminates unnecessary intermediaries and paper checks.


How Token Trades Will Work


Under the proposed system, land will be linked directly to digital records. The state will make sure each digital token matches a verified land deed.

Post tokenization, one can list tokens on a state-approved portal. Buyers can trade them virtually, and each transaction will be recorded on the blockchain instantaneously.

The state of Maharashtra is looking into international examples of digital tokens being used for commercial buildings. They offer proven guidelines for safety and security measures.

Prior to enacting the legislation, there are several critical issues which need to be addressed by the state authorities:

  • What are the implications of stamp duty taxation of token issuance for the state?
